you made a confusion between the gfx plugin and pcsx2 core, then.
if it prevents you from overclocking your cpu, i'd say yes. Else, probably not.

I think i will pass for Shadow of Collosus yet my target is Persona 3 and 4 thats already fully playable without any lag/bug.

Then i took some of my time fixing my performance and in case the game was fully playable but got plenty of bug.
Changed Renderer - D3D11 faster rather than D3D9
Resolution - Native,2x work on some game,3/4x work on yugioh,5x lag,6x freeze. using 1366 x 768 (not yet tested).
Enabling FXAA and FX Shader
Texture flitering 8 bit and HW hacks : Alpha,Half offset,NVIDIA Hack.
Using Speedhacks . from none - lag,1 a bit improvement,3 normal,6 glitching graphs and sound.
Aspect Ratio : from 4 : 3 standard. look sad so i changed it to Fit Window/Screen. 16 : 9 looks awesome but not yet tested in some game.
EE/IOP : not yet tested
VU : not yet tested
SPU2 : Changed some but need more research regardless for the f*king sound lag.

Persona 3 FES : Map lag
Persona 4 : none
Musashi Samurai Legend - Slow , Sound and Graphs Glitch. Blooming effect sucks
Shadow of Collosus - Really Slow,broken graphic (like 16 bit),over blinding.
Yugioh Duel Academy - Works fine but i will pass
Star Wars : Crashed after entering some building.
FF XII : not yet fully tested
KoH CoM : Fully playable like Persona 4
Sims Bustin out : looks like my iso corrupted or not playable
FF X : none
FF X - 2 : not yet tested
Breath of Fire : Lagging even with (60 FPS lol why?) Sound glitch crash
SMT Devil Summoner : none
FF VII Dirge of Cerberus : graph glitch not playable only intros.

Conclusion : some familiar game was fully playable rather than unfamiliar game caused in game bug or glitch that wasnt fully decoded yet and also slow unlike other familiar game that had few bug that can be dealed and faster. meh

AFAIK, the sims bustin out isn't compatible yet.
all those games you mentioned shouldn't be lagging if you have a good PC.
what are your specs ?

And the Nvidia hack is there to fix games with a specific problem. I dont think it affects performance at all.

That will not get you far... It's like asking EA if Battlefield 3 could get better because it doesn't run well on an Intel Atom netbook...

yeah because pcsx2 doesnt support 4 cores yet.
i am playing BF 4 and run smoothly with EA glitch (dont ask me about this).
anyway i dont want to buy pc yet only my laptop (even pc is far superior than laptop combined) is enough to play any next gen game, except some pcsx2 game that have massive lag.
and i already read some information on wiki that 1.8 Ghz CPU will not enough for pcsx2

Don't compare native pc games and emulation. Bf4 isn't that hard run. My pc runs BF4 fine, but I do get some slowdowns on ultra demanding games like Jak 3 and Ratchet and Clank Going Commando.

Id just like to note, that wiki article is quite inaccurate in a lot of places, what you quoted is one of them as we support 3 cores with the MTVU speedhack (which is only classed as a hack because a few games don't like it)
