I am new to the emulation but I'm very interested in this great project , I have a big collection of ps2 games , and this is my pc specifications
AMD Athlon 7750 dual core 2.7 ghz
4 gb ram

not all the games are playable on full speed like res evil code veronica x & gt 3 and 4 etc.....

well..which type of suggestion do u want

Resident Evil Code Veronica X can run at full speed but u should use speed hacks and some overclocking might help.

I don't have a lot of PS2 games so I can't test a lot. I've gotten full speed on Outbreak 1 and 2 and on Fatal Frame.

The GTA games are hard for emulation so maybe stick to PC versions if you have them. Not sure about Crash:Twinsanity but I've gotten full speed on Wrath of Cortex.

If I change the PC Specs can I run most of the games at full speed ?

If you upgrade to a quad core (preferably an intel i5 or i7, AMD cpus tend to bottleneck more than intel ones) 3.5GHz and get a decent GPU (around a geforce 650 or higher) you will have much better luck reaching full speed on many more games than you will now. I dont know how demanding most of those games are, but if you were to get at least the above specs you would probably be fine with the majority. Upgrading to at least 8gb of RAM wouldnt hurt but is unecessary for pcsx2.

It depends on the game. You'll definitely have to upgrade your rig to get fullspeed on most of those games, regardless of how much you overclock that CPU or use speedhacks. If you want info on what games will be able to run at fullspeed, use the search function on this forum to search for a game and see if others have talked about it. Otherwise you can check YouTube and get a rough idea of how easy/hard the game is to run. There's no such thing as a universal setting or performance rating for all the games on PCSX2...

There are some games that plain dont work yet or have glitches that prevent you from finishing the game however. But the majority of games should be fine.

and personally speaking. I would upgrade to windows 7 if I was you. (and yes, it does have better performance)
