Well you dont even know exactly if it is the PSU. Without some informations about Brand/Model and Watt nobody can't tell exactly what the problem is.
If you build the PC yourself make sure that all cables are connected properly. Newer Mainboards have an additional 4-Pin (or even 8-Pin) CPU Power connector, most GPUs also need an extra PCI-E power connector (not sure about the 9500). Check if you haven't forgotten any of these.
