and I know it can be a problem with some games, even at native res.

EE is around 45-60%, and GS is 35-50% sorry its goes up and down

Oh and there also some parts of the game where it speeds up more, mostly when I get into the air on a ramp, then it goes normal speed

Then your gpu is the bottleneck. Try lowering resolution to native if you havent already and try increasing speedhacks. Dont get your hopes up though as there's not alot you can do unless you want to upgrade to a better gpu.
