Uhhhh, I don't notice anything wrong.

You sure it's not just a matter of anti-aliasing? (Press the page-up key to enable FXAA).

Try running an internal resolution of 1920 x 1080, it makes everything really smooth, but remember this is a PS2 game, these games didn't have anti-aliasing back then. That is not a glitch, pc games get that too and u need anti-aliasing to smooth it out. You have a good graphics card so it won't be a problem. I run all my games @ 1920 x 1080 internal res.
-PC Specs-
Intel i5 3570k 3.4Ghz
8gb DDR3 Kingston Hyper X 1600Mhz
MSI GTX 770 2gb OC Gaming Edition @ 1100Mhz
LG Full HD LED 32" Display
Windows 7 Ultimate x64 SP1

I run P3FES on 1920*1080 with ease and no issues here, and only with MTVU hack on. Screen was quite normal.

That looks completely normal. You can always turn on MSAA and see if that works for you.
