Persona 3 FES won't boot up with cheats enabled

Hello, I've been trying to boot up Persona 3 FES by using the latest dev build of PCSX2 but whenever I enable cheats, it says 18766 cheat patches are active despite me only having 3 or so cheats in total, and it won't start up because of that. Any help would be appreciated.
