Default settings should works best for you...

720p? You got two options in GSdx:

1. Set your custom resolution to 1280x720 (might produce glitches though)

2. Use 2x - 4x native multiplier

After that, go to Config -> Emulation Settings -> GS Window

1. Select aspect ratio of widescreen 16:9 in the drop list

2. Then put 1280x720 in custom window size boxes

3. This option is only suitable if you prefer to play in windowed mode

This is what I get when I put it on default config without any speedhacks (while running 2x Native in DX9 mode) I get about 35-40 fps . But when running DX11 mode it goes to 12-15 fps .
I want atleast 50 Fps.

That's a Namco game-specific upscaling glitch and it only goes away by setting one of these custom resolutions: 1200x1200, 1080x1920,720x1280
