Please help me build a PC
I want a new PC which can run PCSX2 at mad speed, and newest PC games as well.

I have around $3500 but only willing to spend less than $1000.

get the fastest I7 you can find, and something like a 9800 GTX.

fastest i7 with 9800GTX ....? severe bottleneck .....
Get an i7 920 and GTX275 instead.

I think you can easily fit a Core i7 930+X58 mobo in your budget. Perhaps pair that with a GTX 260? I think a GTX 275 might be a bit hard to fit in that budget unless you skimp big time on other parts. Maybe an HD5770 would do as well?
are you going to be overclocking if the need arises in the future? you don't want to get screwed over because your motherboard, RAM, and hsf isn't exactly known for having fantastic OC results. are you also ever considering trying to run SLI or Crossfire in the future too? this will too help decide what motherboard you need. i can try to help you if you answer these two questions.

and honestly the i-7 975 EE is a bit of an overkill if you are seriously considering getting it. of course if you are an enthusiast when it comes to having one of the best computer rigs in todays market, i won't stop you.
I don't wanna OC or put on 3 video cards. Electric bill will kill me.

Also the tax here is pretty high, so everything is at 120% price. An i7 + mobo + RAM are already near $900.
I searched some shops and put this together. Will it run PCSX2 perfectly?

That HD4670 is pretty low end

i'd rather suggest a ATI HD4850 (sorry i d'ont know the nvidia counterpart to this card) you should be able to find it for about 120$
if you search well enough.

Otherwise pretty solid build but you should overclock the cpu atleast to 3ghz (or more) to be on the safer side. (it wont hurt your e-bill that much and that cpu is pretty flexible)
