I'd say it's a good strategy especially given the fact that usually you don't have to pay taxes on online purchases, and if you get free shipping and a lower price then at a physical store, why then, it's no wonder Best Buy is struggling and shutting down stores.

Back on topic:

Get a Core i5-3570K, the cheapest Z77 motherboard (think Biostar) that has PCIE 3.0 and supports Ivy bridge cpus, get 8GB of the cheapest 1600MhZ RAM (think Patriot), get at least a 500W psu (preferably 600W) and make sure it's 80+ certified, get an SSD (the one I have was pretty cheap and runs great), and get a Radeon HD7770 (or Nvidia equivalent).

If you look on Newegg and add all this up, I come up around $650, but if you don't need RAm or a psu or if you can find an SSD with a good rebate (or not get an SSD at all) then you can easily meet you budget.

Gigabyte GA-Z77M-D3H-MVP micro ATX Intel motherboard
Intel Core i5 3570K processor @3.4 GHz
Patriot G2 Series 8 GB DDR3 1600 (PC3 12800)
Sapphire Radeon HD7870XT 2GB GDDR5 RAM
Patriot Pyro SATA III 120 GB SSD
Corsair GS 600W PSU

no save youself money and get a 2500k and z68 board same bloody performance after overclocked. also you wont need a gpu stronger than a 7750 for emulation anyways.
