Problem
#1
Ok so I'm playing some of the budokai games and discovered that there is extreme lag when the screen goes black (transition) and drops to about 3 fps, but ingame i get a stable 60 fps. Does anyone know what is the problem?

Specs are:

Nvidia GeForce GT 220
AMD Phenom X4 9750 @ 2.4 GHZ
8 GB RAM

try enabling/disabling 8-bit textures in gsdx options.
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

If you're at native res, I'd guess it might be you're processor's fault...

What do the EE% and GS% read when this happens?
And what Budokai game exactly?

all of the budokai games, plus most of my other games like kingdom hearts. the EE switches from 3% to 30% and GS 1% to 40% this always happens when it transitions to a black screen. Plus in budokai's 2 and 3, the fights go slow mo but it clearly says 60 fps through out the whole battle. It's realtime only when the fighters do the win pose, dragon rush, etc.

Create an ISO of your disc and run that instead of the DVD

and also make sure that u haven't turned up your speedhacks too high, if you notice that your fps is still 60, but u notice that there's a slowdown, it's a fake FPS which is caused by Speedhacks.
