FPS should stay constant at the nominal value (50/60 fps). Higher/lower values create synchronization/time-issues. This is different to pc games.

I basically copied off of a settings tutorial from YouTube, I did what he did, it seemed to work for Tekken 4, but sadly not for this game.

Maybe you should try latest SVN, but it's possible this game isn't playable in pcsx2 since it hasn't been tested, and thus not in the compatibility list
