Hmm... About the speed...
I've tried that game too.
Dragonball: Infinite World (NTSC - SLUS_218.42)

With the latest beta (681) of Playground,
all speed hacks on (x3 cycle rate; Enable IOP x2 cycle rate; WaitCycles Sync Hack)

EE Recs: "Chop/Zero" + "None"(Clamp) + both checked (Flush to Zero + Denormals Zero)
VU Recs: "Chop/Zero" + "None"(Clamp) + both checked (Flush to Zero + Denormals Zero)

No Gamefixes...
MTGS activated

Plugins:
Both graphics;
ZeroSPU2 PG r563-Dev 0.4.6;
SSSPSX PAD
Linuz/PG Iso CDVD 0.8.0

Sound Plugin: Checked first two (Time Scaling + Real Time Mode)

I've noticed something strange... xD

The menu runs well (ZeroGS better than GSDX)
Ingame, I've chosen Goku, and my opponent was Gohan. (same if opponent is Goku -- another combo not tested yet)
I get just 20 - 35 Frames while fighting (in Hyperbolic Time Chamber, in another map too)
BUT-
After I (Goku) transformed into a super sayan, I've got about 55+ Frames. ôo

Sorry, if its allready said anywhere. ^^
------
Tested with official release of PP -- Same thing..
+
It's same with ZeroGS and GSDX
------

My Specs:

Windows Vista x64 Ultimate
Amd Athlon 64 x2 6000+ (@2x3.3 Ghz)
4 GB DDR Ram (@824MHZ)
ATI HD4850 (@stock)
---------------------
I hope I could help...
