To make dx10 work on vista?

have the latest direct X and you need a DX10 graphics card

And when i load game with dx10 it says:
"An unhandeled or unrecoverable exception, with the message:

I have gsdx 0.1.14 and it work on dx9 but not in dx10.

I checkd system 32 and i had d3dx10 plugins but i dont work.
