Program can't start because api-ms-win-crt-heap-l1-1-0.dll is missing

I just wanna play the godfather and I can't find any other fixes online. Any help?

Hardware: AMD A 10 5750M APU w/ Radeon HD graphics (Integrated). 6gb RAM. Win 8.1.
Version: 1.4.0
No non default settings, doesn't even start up.

ok, so I guess you should start by making an iso out of your DVD using imgburn.
then, use the vc+++ redist installer found here and report back
