Will you please trust my word? Use x2 scaling for now until you've found the problem.
Tick "Enable speedhacks" and "restore defaults" on the speedhack panel in PCSX2's configuration.

ok I did that.I finally pinpointed the slowdowns.its never in battle is outside of battle running around in some areas and some cutscenes.

Alright, now under speedhacks, set EE cycle rate to 2 and VU cycle steal to 1. See if that makes the slow spots go faster.
If so, its a CPU limitation. Your processor isn't fast enough then to run the game without hacks.

That seems to have worked but i dont understand why.I have 3.0 GHZ

In many cases, PCSX2 will need over 3Ghz to pull 60fps with ease (or at all).
