What exactly does it do?

For clarity, open 1.4.0 and System > Enable Host Filesystem

Thanks in advance!

Enables you to access the PC file system from within PCSX2. So like from homebrews you can access files stored on your local PC from within it.

I imagine a few special cases are, but for the most part I doubt it gets much use.

I'm not 100% sure, I've never used.

Retail games always came with all their modules included. If your game fails to load it, this is not something you can fix over the HOST interface.

The interface is a very useful addition when developing but it probably has zero use for regular users.
Enabling it could theoretically interfere with some badly coded games. In reality though, I've never seen that happen.
The default is still to have it off though.

I noticed this option in pcsx2 1.4.0 memcard manager when we create memcards. Maybe it is linked to memcard when we use no disk to boot bios config.
