Question about slow performance [SOLVED]

nope.
it's an AMD feature that automatically slows your CPu down if it goes too hot.
there should be an enable/disable function in your bios
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

and second process sidebar.exe - cpu 0 to 1

ram of pcsx2-r5350.exe = 278.936
second process steam.exe with 214.020

nothing weird and no overheat

i dont know what is amd cool n quiet. is it a program like msicontrol center that shows the temp and stuff with OC compatibilities?
