Really good computer yet running like *****?

Hello, im quite new to pcsx2 before i came here i tryed a lot of configs and stuff but all of them made my game have visual glitches and so i had to get the normal setting.
I have 8 gbs ram gtx 770 and i-5 3570 3.4 Ghz (OC 4.0 Ghz) and windows 7. 
The game im trying to play is sly cooper 2 and in the first map i was getting good fps with some drops here and there but now im in the palace and my speed is most of the time 60%
am i doing something wrong, is my computer not good enough?

what do the ee% & gs% say when getting slowdowns ?
CPU : I7 2600K Oc'ed @ 4.2Ghz
Mobo : Intel P67 southbridge
GPU : NVIDIA Geforce GTX 750 Ti
RAM : 6 Go

The game uses quite a lots of draw call. Might be a good idea to try openGL or DX11. (beside with depth support, rendering will be more accurate with openGL).

Yes,from all 3 renderers DX9 uses A LOT more gpu power than DX11/OGL
The gpu core usage while just starting the game when when I get control over sly while using DX9 is 70% and with DX11/OGL is 30%(same settings)

And just as info,"Allow 8-Bit Textures" is speed killer in this game
