Really slow in game.

I have been trying to play DBZ Budokai Tenkaichi 3 and I get about 60 fps in the game menus and stuff, but once I beginh to play I drop down to 25 fps. My computer should be able to emulate in comparison to some of the rigs I've seen other people on the forum have, so is the game just too much for my comp to handle?
My rig is pretty good I have 3 Gigs of RAM, GeForce 8600 GTS video card, Intel Core 2 Duo, WinXP SP3, 2.20GHz proccessor.

That's your problem!! You have to overclock that processor until 3.0Ghz, or you will never play Dragon Ball Z BT3 at 60fps, I own a crappy video card but I reach 48 fps, sometimes 50 or even 60fps in game(battles)
