The Vulkan renderer not working is completely unrelated to us requiring FL10
We added a requirement of some newer Vulkan features, which every GPU should be capable of supporting. You probably just need to update your GPU drivers. If it still doesn't work after updating your drivers, please upload a screenshot of GPU-Z's GPU info page.
