The usermode.ini file is how PCSX2 knows its been run previously. Without it, PCSX2 has no idea where to put its files. I had to do things this way because "defaulting" to User Documents isn't "acceptable" in the world of emulation.
One of my ideas a long time ago was to check for a usermode.ini in the same folder as pcsx2.exe, and if present that one would be used over per-user settings. That way the installer could ask if the user wants a standard install or an "administrator" install. The admin install would stick a usermode.ini in with the pcsx2.exe.

Would it be possible for it to first look for the file in the install/portable folder, and only if it doesn't exist create/use the one at the user's directory? A message at the log could state it's using a non-global ini file, and this file wouldn't be created automatically at any stage, but rather only manually by users who wish to encapsulate the entire install into a single directory?
