Resolved: [Bug Report] State of Emergency 2 [NTSC-U]

#PCSX2 version: 0.9.7
#CPU options: VU0 and VU1 set to microVU, EErec and IOP on.
#Plugins Used: Tested with GSdx 0.1.16 (r 3068) (hardware and software), ZeroGS,SPU2-X 1.4.0.
#Description of the bug and of how to replicate it:

Graphics are messed up with weird colors and distortions on both plugins, setting GSDx to software mode works fine tough but gameplay is really slow (20fps).

Game won't boot with SuperVU, all speed hacks were disabled during the test.

Confirmed by prafull to have been resolved by using the SuperVU recompiler, which now no longer fails to boot: https://github.com/PCSX2/pcsx2/issues/1638

Go to Config > Emulation Settings > VUs tab, and set VU0 to "superVU Recompiler".
