What's your mobo? If it's decent enough and allows OCing, you could just go with a cheap Pentium Dual Core in the E5000 or E6000 series. If you can't OC, the cheapest Intel dual core CPU with the highest clock I've seen... Probably the E6800. I think it was a 3.3Ghz at around $70.
Not sure what all makes a good PSU, but I would recommend one that's at least 80 Plus certified and has a decent amount of amps on the 12V rail. With a single railed PSU, you should look for something over 30a.
The best prices on GPUs? I usually find them at Newegg. Just avoid cheap brands (Palit, Zotac, Sparkle, etc...) if you can help it.

Okay now the most important, cpu. You need something with high clocks and you still will have to overclock which means you will need aftermarket air cooler, you can get a good one for $30-$70, the performance gain is worth it, just to give you perspective on why you will need to overclock, i play pcsx2 in 1080p and i had to oc my i7 to 3.5Ghz, I would strongly recommend you to spend extra and buy P67 mobo and go with sandy bridge + 2500k cpu or x58 mobo + i7 950 which is best deal for 1366 socket now, dont waste money on 775 cpu they are getting outdated, but if youre set on 775 the best choices would be:

Okay go with Intel Pentium E6700 Wolfdale 3.2GHz $85 and you can buy aircooler later and then overclock.

do all the pentium dual cores support SSSE4?

No the first generation core 2 duos does not support sse4. Neither do the earlier intel dual cores.

Pretty sure even the newer Pentium Dual-Core Wolfdales don't support SSE4.1. That's one of the differentiating features between Pentium Dual-Core and Core 2 Duo.
