SCP Driver Only Pad 3 Working

Hi guys,

Need some help on this. Not sure if any of you have run into this problem. Any suggestions would be appreciated.

I'm trying to hook up two controllers. Both are detected. There is also an extra nonexistent controller with no address.       I'm only receiving input from Pad 3. Doesn't matter which controller. I have switched them both. Both show full input in the game controller's properties menu, but again only from Pad 3. I am showing 3 controllers in devices and printers. The device properties for each show different hardware for two controllers, and one has some extra stuff.      The highlighted controller in the 3rd picture is the one with extra stuff.
