Hi, I know PCSX2 detects if the processor supports these instruction sets, but does it take advantage of them? is there any noticeable difference performance wise with and without them?

Pcsx2 and GSdx both can use SSE4.1 currently. There's a small speedup due to this.
SSE4.2 is useless for us, so it doesn't help.

Yes it does. Mainly used in higher clamping modes, but it's not a major speedup.
