...the problem with changing cpu frequency is often produced by AMD's Cool 'n' Quiet, when CPU in idle it'll drop down vcore & CPU frequency to 800MHz so system uses less power, & when you start a PCSX emu, it's confused couse your CPU is let's say 2.8GHz but when started it had only 800MHz <-> 2.8GHz for pcsx, & then suddenly system boosts CPU to normal frequency, that is 2.8GHz, & pcsx sees that as if you were boosting 2.8 GHz cpu, like 2.8/800 as initial x 2.8GHz -> 2.8/0.8 x 2.8 = 6.3GHz or so, & that should be the problem, had similar problem with my old CPU under WinVista with C'n'C enabled...

Guys, the MHz report is not the problem. It doesn't affect pcsx2 performance in any way.
But if the emulator fails to detect the cpu features (MMX, SSE and such), then we have a problem ><

Pre-compiled SVN builds are no longer given out officially. If you want to try the newest SVNs you have to build them from source. SVNs were never really meant for every day use since there are a lot of new features and bugs that get introduced as they work on things. Stick to the public betas unless you want to take the time to compile them yourself.
