Do you mean SSSE3? It's a difference of one "S", SSE3 is something different and not used by PCSX2. And if you can, use SSSE3, it can be faster for some games at some points. But it's no huge difference, as far as I know.

The scaling does improve the resolution the game is running at. 2x doubles the resolution, x3 trippels it, a.s.o. x4 is pretty high and might give you some slowdown, since this is pretty heavy for the GPU. x2 is enough in my eyees, the difference between x2 and x3 is usually not so high.
