i5-3470 @ 3.20 GHz 3.20 GHz

you may not get full speeds because IntelĀ® HD Graphics 2500 in some games cpu itself looks good but that gpu is very weak and will likely slow you down.

Hmm, taht 4200u benches even lower than the 3230m. Maybe this is a case of the gpu being the bottleneck.

intel hd 4400 works very good with pcsx2

I don't think OP gpu is bottleneck as it only 10% weaker then mine and intel hd 4000 is way more powerful then intel hd 2000 the 2000 can do ps2 emu and that my old laptop gpu had my old laptop was more bottleneck with cpu then gpu so think OP will have little to no issues with pcsx2

inter core i5 3230M 2.60 GHz
Intel HD Graphic 4000 (1194 mb)
4 gb ddr 3 ram ( 2.58 usable )

so is this good enough to run most of ps2 games ?
yes you should be fine you likely to get full speed easy but if you put gsfx plugin d3d res in hd or 3x you will
bottleneck you gpu keep it in native ps2 res you be fine on gpu part
