Well unofficial builds are against the rules, so why wouldn't providing them be against it? (Well actually, unofficial builds just aren't supported.) Providing access to them opens up a multitude of (mostly non) issues that people (read: newbies) will most likely complain about, ask dumb questions about, etc. Modified versions aren't supported because 1) Nobody knows if the problem is caused by the modified code or not and 2) more often then not these come from sketchy sources that don't comply with copyright laws. Which is bad. The devs don't want to deal with it, and if you do, well, go ask on the modified version's board. Heck, if the people doing the modifications are actually intelligent programmers and want to help with the project, then they should come submit patches to the main branch.
