Slow framerate, help?

Specs:
NVIDIA GeForce 9500 GS
AMD Phenom™ 8450 Triple-Core Processor (3 CPUs), ~2.1GHz
3 Gigabyte ram
I uploaded a dxdiag.txt for more info.

Problem:
The games on my pc is running sometimes slow, but "that" slow.
Usually, the games I'm playing are running 60fps-45fps(F*cks up sound at this moment), but sometimes, like when an enemy use a special attack, it goes down to 20fps-3fps. It makes it barely playable. I've only played Kingdom Hearts 1 and Final Fantasy X.
What can I do to boost performance?

setting internal res to native
using some speedhacks
update pcsx2 to its latest beta
CPU : I7 2600K Oc'ed @ 4.2Ghz
Mobo : Intel P67 southbridge
GPU : NVIDIA Geforce GTX 750 Ti
RAM : 6 Go

get a better cpu & a better gpu.
both are quite weak for pcsx2
CPU : I7 2600K Oc'ed @ 4.2Ghz
Mobo : Intel P67 southbridge
GPU : NVIDIA Geforce GTX 750 Ti
RAM : 6 Go
