Smackdown Shut Your Mouth finisher bar not filling

I've tried to enable HW hacks, playing with them disabled, tried running at all default settings (native resolution, no anisotropic filtering), and for whatever reason, the finisher bars never fill up, it's basically a guessing game on when you get them and it's really annoying, has anyone else had this problem and has found a fix?
