Small FPS drop but still much lag

You probably didn't select the updated plugins in that part of the wizard if you got them and put them on the plugins folder.
There's a bug report on that if that didn't work: http://forums.pcsx2.net/Thread-Bug-repor...t=settings

Right click pcsx2.exe, "Run as Administrator"

good thing would be to post a screenshot of your problem.
and by the way, I assume you're under Vista or 7 did you try to move your pcsx2 folder to an adminrights-free folder (like c:\pcsx2)

No... you said you had a problem with it freezing on "applying settings" which seems to be the exact same bug report I linked to. You never said anything about not starting... in fact since you can get "applying settings" screen it does start anyway. Do as jesalvein said already and take a screenshot of the problem since it seems you can't explain it correctly
