Abner: When you say your CPU is at 25%, do you mean where it says CPU % in the pcsx2 window? Because if that says 25% than it's not your graphics that's causing the slowdown...
Try going into the advanced options and setting "Clamp mode" to none.

Wait... what are your specs? What resolution do you use?
I got it to run at 100% with my setup in my sig. Try downloading both the latest beta of pcsx2 and the latest revision of gsdx, that helped a lot for me and my friend. My friend ran it at full fps and his laptop is weaker than mine.

Update:
Finally I was able to get things straight.
First fo all : Gsdx using DX9 !!!!! I really don't know why, but my Geforce 8600 likes it a LOT more than DX10 and DX11.
Thrown away all the speedhacks, using a ISO, using beta r18888 and .... 1280x720 at 100% full speed (CPU 35%).
Occasional frame slowdowns (45 fps) on very crowded places....
Thanks everybody for the help.
Now if I could find a way to get that damn ps2 joypad adapter work under win7 64bit, I could really be satisfied!

No, Italy... got mine form play.com (UK)... works like a charm in XP and Linux... nothing to do in Win7 64 bit
