Speed hacks(1.0.0395)
I made a few experiment with the speedhacks, and i found something interesting thing:

I'm playing with the Dragon Ball Z Budokai Tenkaichi 3

With the speed hacks (all on but the sync hacks) i had an avearge 30FPS (28-32). I turned off the speed hacks, and the FPS is increased to an avearge 38FPS (36-40, sometimes in specific situations I earned 50+ FPS for a few sec)

I tried the speed hacks one bye one too, but i didn't experienced any major speed increase or decrease.

My configuration:
Intel Core 2 Duo E7200 2,5 Ghz 3Mb L2 cache
Radeon HD4850 512MB (ASUS)
Microsoft Windows XP Pro SP2 (32Bit)

This game runs better with DX10 (the NTSC version is the only I find really enjoyable, the PAL version has these flashes in new GSDX versions), but it still uses a lot of CPU. You may want to re-do your tests using DX10 if you have the oportunity.
You obviously didn't read the bug reporting / testing forum guidelines. Please do so. Moved.
