try vu skip and set frames to draw at 1.
frames to skip at 3 or 4.
and if that's not enoguh put cycle rate to x3(not recommended, but gives speed)
that's if you desperate. Smile

Try turning on both microVU0 and microVU1, and then turn on the Status Flag Hack speedhack.
Also, set EE Sync Hacks to 1.5x.

Btw, don't use max VU Cycle Stealing; try the second lowest setting first.

If you meant the gfx, you can test it out on your PS2.
If you meant the FPS, it's normal considering it's DC2 (unless I'm mistaken; haven't been playing that one for years) and your CPU is only 2.1GHz and in SSE2 mode.

But I have no idea why PCSX2 would just use one core and ignoring the other one, and it's the second core to boot.
You didn't set up the affinity of one of your cores, right?

Well, dunno about that 'problem' of yours that made PCSX2 hogging only the second core of your AMD; sorry. =/
Might as well wait for someone with more experience on this.

maybe installing amd dual core optimizer 1.4 if not done yet

Do you have multi threaded GS mode ON? in your CPU options.

Don't use all speedhacks,with my experience it CAN slow daow some games.But you can use X2 IOP cycle.That doesn't have problem with any game
