Read first: Will PCSX2 run fast on my computer?
Hey, I'm having pretty bad performance issues on what's generally an insanely fast box.

Dual Intel Xeon X5675 (3.06 GHz 2x6x2) , 96 GB of triple channel DDR3, and an XFX 295X2.

Tried on both Windows 10 and Arch Linux, both fully updated.

The games I'd want to play are the GTA games (later ones that aren't natively on Windows), and possibly the Final Fantasy series as well as the Sims games.

That CPU's STR is around 1400 which is a tad weak for pcsx2.
Since pcsx2 doesn't take any benefit from Dual CPU architecture, I guess your bad performances are to be exepcted...
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

I will be upgrading my computer soon here are my current specs vs my future specs.

i7 860 @ 2.8 GHz      i5 6600 @ 3.33 GHz
GTX 960 4GB            GTX 960 4GB
8 GB RAM                 16 GB RAM
Windows 10              Windows 10

Most of my games I want to play using PCSX2 I am able to run at full speed already in hardware mode, or in a few instances software mode. The games I have the biggest problem with are Ratchet and Clank series and the Sly Cooper series.

Should I be able to run Going Commando and Up Your Arsenal at full speed in Software mode? In regards to Sly should I be able to run Sly 3 at full speed in either software mode or hardware mode at native (or 3x)?  With my current specs I'm nowhere capable of running Going Commando at full speed (maybe if I'm looking at a wall, ha) and with Sly 3 I can maybe hit 70% in hardware mode, less 50% in software.

You'll really want a CPU that you can OC.

Would love to but can't afford it.  I would have to choose a different mobo and power supply and add a CPU cooler; that is simply not in my budget.

you can probably play all of those games at full speed. that means whatever frame rate they ran at on an actual ps2.
