Strange FPS behavior in Road Trip Adventure (racing game)

Question
NOTE: This is the first time I've posted on this forum, so forgive me if I fail to post every bit of info someone will need to troubleshoot this, but I'll try my damn hardest to encompass everything.

The problem is, my game's FPS behaves strangely whilst playing. When I enter a building, it lags immensely, but that's apparently a problem everyone else EVER has had trying to emulate it. The real problem is, when I exit a building, it runs at 20 FPS with original settings, and with how I've fiddled about with the speedhacks and such I've managed to squeeze out an extra 10, making it top out at 30 FPS. No matter how hard I try, though, it sticks at 30, making the game absurdly slow. The animation is relatively smooth, the game just seems like it's on constant slow-mo.

When I run any other PC game, (one that's specifically MADE for windows) and my PC can't handle it, at the same speed (20-30 FPS) the game just jumps through the frames, in a glitchy stop-start-rinse-repeat manner. With RTA and PCSX2, it's a smoother kind of lag, leading me to believe I may be able to speed it up to playable FPS rates.

On the other hand, my PC may just be too crap to run it properly.

When I start up PCSX2, the program log shows this:
