Of course at load it takes more. But 400W should handle it.

Intel Dual Core E5200 @ 3,5ghz /gigabyte GF9500GT/2 GB RAM / ASRock P45XE/ Corsair CMPSU-400CXEU

I don't know how you come up with 400w, and there are a lot of key information we don't know. Guessing someone's thoughts is hard, so I would rather be safe and overestimate the psu diegochiha is going to need. If he had a 400w and happened to be not enough, he would need to change it, but if he had a 450w and its too much, he could still use it.

Lets see now....

nVidia 9800gt tdp is 125w at full load (12v line)
nVidia 250gts tdp is 145w at full load (12v line)

You add the cpu tdp, which could invariably be at 65w (most modern mainstream cpus are consuming this much at full load) at 12v line also

HDDs consume around 10-12w at most at variable voltage lines
Ram modules at 2w per DIMM
Motherboards at average of 50w

Not counting the fans inside the case and the optical drives, a system like this should have a max consumption of +/-300w give or take. Aside from that, you would want to have a PSU with MORE than ((145+65+x)/12) amperes at the 12v line
