TOCA Race Driver 2: game shows black screen when enabling cheats

Hi all.

I'm running the latest 1.7.0 nightly beta and I'm playing TOCA Race Driver 3.  I've enabled a few cheats, and the emulator recognizes that those cheats are enabled, but when the game boots, the screen is entirely black and according to the console, the game seems to switch to PAL mode with the cheats, even though the game is NTSC.  As a result nothing is displaying when i boot the game. It works fine when the cheats are disabled.  Following is the list of cheats, (these are codebreaker 7 cheats converted to the format PCSX2 recognizes) and after that my hardware:

I do have BIOS images for both NTSC and PAL, and I enabled logging so that I can show what the console output in the system log is saying. The end of the log is when I manually shut PCSX2 down.  Some help here would be appreciated.
