To deal with access restriction is easy.
The best way around it (IMO) is to download the PCSX2 binary package, and extract it to a location that is not within a folder Windows created. Placing it in "Program Files" (as default with the PCSX2 installer) is the common cause of this issue. Another aspect of the installer is the fact that the PCSX2 settings will also be located in one of Windows folders (your user folder) by default.
Other ways include merely running PCSX2 as admin, or to "take ownership" of the folders in use.
