Do not use vucycle hack but if you must then use only one point and use MTVU hack, EE hack max to x2.

I'd actually suggest using the VU cycle stealing hack set to 2 (moderate) and not using the EE cycle one.

this one is max speedhack setting
EE default VU mild stealing(speed boost for most game)
tick all hack except fast access don't tick
untick auto fix
game fix enable
tick
first 2
then
tick EE timing hack
tick read ahead(fix slow loading game)
and d3d11 hardware tick 8 bit texture(reduce Vram requirement) ps2 original native blend bff 1/2fps
Gs window tick wait for vsync refresh and dynamic
tested in persona 3 fes run 55fps-60fps(gameplay battle fmv) and FF X2 51 -60fps(FMV battle)
tested in intel core i7 1.73ghz(4core) 4gb ram ATI HD 5470 1gb
try this if still cannot mean you need more powerful computer!!!

I would reccomend the EE Cycle to 2, while VU to 1. and set the frameskip to 1 : 2.
Also, Hell321, I won't reccommend the wait for vsync refresh and dynamic toggle.... because they are likely to cause a slowdown.

This game gets a huge boost from MTVU hack, that's all you need if my 2.6ghz quad can handle it

dynamic toggle help you control vsync.
when reach below your fps limit dynamic toggle will disable your vsync so no worry for big performance hit
