Trouble with Star Ocean 3: Till the End of Time

I've been having small success running SO3 on my desktop. Cutscenes and running on the map are usually okay, but I've been running into trouble with intense lag at the beginning and end of every battle. Usually the audio distorts heavily, and it takes nearly 10 seconds for the characters to move from their initial positions, so any recommendations on PCSX2 settings are appreciated. This is using an ISO.

Specs

Dual core i3-3220 @ 3.2 GHz
AMD Radeon 7850 w/ 2GB
8GB DDR3 system memory
Windows 7 64-bit

Using PCSX2 1.2.1 r5875
EE/IOP - default settings
VUs - default settings
GS - default settings

For speedhacks, setting the EE cyclerate and the VU stealing at 2 produces some better playability, but not optimal. Also using the TriAce gamefix.

For graphics, even using the native resolution doesn't improve the lag.

Flapped texture filtering
Allow 8-bit textures
No HW hacks

a dual core may not be enough for this intensive game.
dunni if that CPU is oevrclockable, but you should consider it if it's possible.

have you tried using the MTVu speed hack?

Yep, but again the difference is negligible. I'll look into my CPU for any improvements.
