USB controller configuration question.

Is it possible to set frame skipping "turbo mode," which is normally activated by pushing tab, to one of the buttons on my USB controller? If it is, how would I go about doing that? I tried looking for an answer but couldn't find one.

How about using Joy2Key and mapping the controller to the tab key instead?
