Redo your iso with imgburn. It's known to work just fine for PS2 games.

use native ps2 resolution and omg speedhacks are not candies, try them 1 by 1 and use only the ones that give you speed.

Hey, you might want to make sure that the .iso is at least 4 GB. It doesn't sound like you are running the .iso file to me.
Post your computer specifications as well, wasn't clear in your first post.

Integrated GPU sucks (Intel GM45 probably). Switch to Direct3D10 Software mode.

To me the Iso file is 4.19, I used Magic Iso once and the other imgIso (something like that) that has been advised to me. I've already tried all the DirectD (9-10-soft-hard). Now, even if that sounds stupid, I'll try a defragmentation (is it really the way you guys say it in English? Think I already heard it this way.), it's recommended after lots of add/erase files from the computer and even normal usage, plus even my psx emulator got slow and usually, that comes to normal after that. Cross my fingers!

Oh! And, about the computer, I don't know how to tell you that, sorry. All I know is that it's a TOSHIBA laptop and Windows Vista is installed. Where do I click to tell you what you want to know?

First off: Turn VU Cycle Stealing off! It messes up with the FPS count and the overall "feel" of the game...
Then: If you only have an integrated Intel chipset, forget scaling and use native res. Doesn't look good, but it's the only way to get decent FPS...though you might consider software mode, since your GPU is extremely slow.
