Video issues during cutscenes

While playing games if a cutscene occurs I'll get odd visual problems, for instance in dynasty warriors 3 and 4 I get the video skipping like a VHS tape that wasn't in quite right. In "Naruto ultimate ninja" I get boxes around the animated portions of the faces of characters during dialogue.

I'm on windows 7 64 bit home edition. If any more info is needed I'll gladly provide it

Are you using any speedhacks. have you tried pressing F9?

Agreed, but since his issue has been resolved, shouldn't there be a 'ticking clock' on this thread, so to speak? Maybe a system where the mods can mark a thread as 'resolved' and then the forum auto-locks it when no one has posted in X amount of months?

It would create a ton of unnecessary extra work for the Mods to babysit every topic like that.
