any mid to high range Nvidia or ATI card made within the last year or so should run PCSX2 or any other PC game perfectly fine.
That would be any Nvidia X800+ or 2X0+ Or any ATi X850+
(X representing any number 8 or above for nvidia or 3 and above for ATi)

You sure it's the card that is your speed problem? I mean when you run PCSX2 and run your game with GSdx the title bar on the window shows 99% CPU usage even when using native resolution? It is a weak card indeed and you would be better off with a new one anyway but it's not certain it'll solve your speed issues anyway...

That 8500Gt would definitely be a huge bottleneck for a E8400, heck even my 9800GT would be a bottleneck but still a massive improvement on a 8500GT.
I would look towards your budget, something like
Budget: - nvidia 9600GT, 9800GT. ATI 4670, 4830.
Midrange: - nvidia GTX260 216, ATI 4870.
High-end: - nvidia GTX 285, ATI 4890, or the new 5870. The 5870 would be massive overkill for Pcsx2, IMO, great for PC games though.
