What does allowing/disabling 8-bit textures do?

It depends on the graphics card. That's why it's an option and not enabled by default. Depending on how fast your graphics card is, how much VRAM it has and what game you are using it in, it can increase or decrease your FPS or cause glitches.

my card isnt greater (nvidia 7300 gs 512 ddr2) and i get fps improvement in every game i have if i cheked that option Tongue

Update for games enabling 8-bit textures helps: Guilty Gear X2 seems to get about a 15-20% fps boost with this option on.

Seems specifically 2D games are helped by this option, and I would assume that games with lots of heavy 2D menu overlays would reap some benefit too.
