Pixel Shader is something built into your gfx card. Some gfx cards support pixel shader 2.0 and some support pixel shader 3.0

You can't download it.. it is.. KINDA a bit of hardware that comes attached to your computers gfx card
Specs:
CPU - AMD Phenom X4 9850 Black Edition Quad Core Socket AM2+ (940 pin) 2511.36mhz
MB - ASUSTek Crosshair II Formula Motherboard - nForce 780a SLI SPP (MCP Southbridge)
RAM - 8gb DDR2 Dual Channel Corsair PC2-6400
GFX - NVIDIA GeForce 8800GTS 512mb (I do have a 550GT TI 1GB)
OS - Windows 7 64bit/Fedora 13 KDE

hmm normally you know from your graphics card...
tell us what graphics card you have or if you have an ATI or NVIDIA card you can simply type your graphics card name + wiki in google eg. (8600GTS wiki)
wikipedia knows it for most cards^^

This is where my previously deleted .......................... comes in again.

No need.. to look anything up, just download this.
http://www.techpowerup.com/downloads/133....0.3.2.exe

You will get a list of your cards shader count and it's Shader Model version under their respective sections. Shaders & DirectX Support.

If your card doesn't have a pixel shader you can use SwiftShader just place
SwiftShader.ini, d3d9.dll, d3d8.dll into the root of your pcsx2 folder and use the GSdx plugin with directx9 options.

If you card doesn't natively support atleast SM 2.0, it's probably not going to run pcsx2 very well, if at all at a playable framerate.
Any cheap budget (<= $20 card nowadays has at least SM 3.0)
