disabling HT doesn't help jack

the problem was turbo.

Turbo?

The hyperthreading was emulating two extra cores, halving the abilities of the two physical cores. And since PCSX2 can only use two at most, it was stuck at 50% CPU. Disabling it brought it to 100%. Seems like it worked to me.
