code veronica is quite demanding, but I think a quad around 2.8-30 Ghz with a decent dedicated gpu should be enough
CPU : AMD Ryzen 7 3800X
Mobo : Asus PRIME B450-PLUS
GPU : NVIDIA GeForce RTX 3070
RAM : 16 Go

If i was a rich person and wanted to waste money.
I would buy a alienware.

I just don't know what to do now as far as what laptop.

I cant find any good inexpensive laptops that can do anything good.

RE:CV will likely run well on the i5 suggested though. at 3x I am getting 41fps, which is a rough simulation of a slower PC.

also, what price range are you looking for?

Other games I am buying is Okage, and all the .hack games.

Im just looking into something that can do the job in the top 90% for the price of a 50% computer.

basically, if we don't recommend laptops for pcsx2, there is a reason : most of actual laptops that can give you good performances a really expensive (especially if compare them to their desktop equivalents).

Dunno about okage, but .Hack games aren't very demanding and should be playable (not full speed, but still playable) with some speedhacks on a 2.5 ghz I3 with a fair dedicated GPU.
Avoid integrated GPU at all costs.

Now, it's all up to you...

smallest PCs I've seen in a long while
"Revolt's unique design elements allow it to fit in a space
just 4.5 inches wide, 16 inches tall, and 16.2 inches deep.
This compact form factor allows the Revolt to fit
virtually anywhere."

i3 on a laptop is 2 cores, no threads (meaning 2 threads only)
i5 is 2/2 (4 threads)
and i7 is 4/4 (8 threads)

I'm not 100% sure but I think you're wrong:
i3 is a 2 core 4 thread no turbo
i5 is a 2 core 4 thread + turbo (and probably more L3 cache)
i7 is a 2 core 4 thread + turbo in ultrabook while 4 core 8 thread in standard laptop
2 core 2 thread no turbo should be Celeron/Pentium
Ryzen 7 3800X | Noctua NH-D14| Gigabyte X570 Aorus Pro| RX Vega 64| 2*8GB Patriot Viper 3733MHz C17@3733MHz C16| Samsung 840EVO 250GB + 970EVO 512GB NVMe| 4TB Hard Drive| Samsung C25FG7 + Samsung S24D300 + Samsung S24F250| NZXT Phantom 410| Enermax Revo'Xt 730W| Gigabyte M6900

Not quite.
i3 is 2 cores 4 threads. (Hyper threaded) no turbo

i5 is 4 cores 4 threads. turbo (Desktop) 2 cores 4 threads (Laptop) Turbo (according to Intel's product page)

i7 is 4 cores 8 threads + more cache memory (Hyper Threaded) turbo (both laptops and desktops)

Of course this is for all 3rd Gen i(x) cpus.
